The concept is simple, you post a job you need done. A registered someone else could take that job. Just like with eBay, you would rate the employer if you took a job and rate the employee if you offered the job. Jobs could be searched for by location, type, skills required, etc. You can have the app automatically alert you if there are jobs nearby that match your skill set and you could also have others recommend jobs for you as well.

You could develop an app that integrates the databases of craigslist.org with angieslist.com.
The app would register you both as a craigslist and an angieslist user. Within the app when a job is posted by an employer be posted under the craigslist section "gigs" for short-term, small, or odd jobs and perspective employees would bid on the job and the employer could see their ratings.
